On December 30, 2022, the thirty-eighth meeting of the Standing Committee of the Thirteenth National People's Congress passed a decision on amending the Foreign Trade Law, and deleted Article 9 of the Foreign Trade Law of the People's Republic of China regarding foreign trade operations. regulations on filing and registration.

According to the decision, starting from December 30, 2022, local commercial authorities will stop filing and registering foreign trade operators. For market entities applying for import and export licenses, technology import and export contract registration certificates, quotas, state trade qualifications and other relevant certificates and qualifications, relevant departments will no longer require them to provide foreign trade operator filing and registration materials.

Since then, enterprises engaged in import and export business no longer need to go through the filing and registration procedures of foreign trade operators. Enterprises automatically obtain import and export rights, but they still need to go through customs registration to obtain customs declaration authority.
